Introduction

Successful delivery of a Multi event bespoke learning solution that blended pre work, virtual classrooms and custom-built exercises based on real-life challenges that stretched the breadth of the Council. 100% of learners have effectively applied the learning to overcome challenges in their work.

The Challenge

London Borough of Barking and Dagenham Council approached Premier Partnership as their Managed Training Service Provider via the ESPO procurement framework, to support the Council in moving to a new values-based recruitment system. The aim of the learning intervention was to increase relevant staff members knowledge and confidence in values-based recruitment and then provide them with the skills to apply the approach consistently to their processes.

The Solution

Partnering with Tier One supplier Learning 2XL, LBBD received a multi event bespoke learning solution that blended pre work, virtual classrooms and custom-built exercises based on real-life challenges that stretched the breadth of the Council. The programme ensured learners could:

  • Determine appropriate, objective and effective selection criteria
  • Plan, prepare and conduct an effective selection process – using a range of methods as appropriate – that provides evidence against defined selection criteria
  • Ensure that candidates are evaluated effectively and that recruitment decisions are objective and documented appropriately
  • Skilfully apply the methods to improve the reliability of the interview and how to develop values-based interview questions, improve behavioural and situational questioning skills to make interview conversations effective

The Outcome

Level one assessment of the effectiveness of the learning solution showed that 100% of those surveyed stated they knew knowledge and all could action those new skills within their job role. Reassuringly every delegate stated that they would recommend the training to a colleague and provided comments such as ‘I have attended other Recruitment & Selection trainings and this one, by far, was the best’.

To better understand the benefits of this learning intervention, Premier worked in partnership with the Council to measure the behaviours created or changed because of the programme approximately two months after completion. Tremendous feedback was received, with 100% of learners claiming that that the knowledge and materials learnt were actionable, and every delegate had since applied them to overcome challenges in their work.

Testimonial

LB B&D Resourcing Manager, Rosemary Oduntan-Oke stated the following:

As part of a new approach to recruitment, the London Borough of Barking and Dagenham embarked on a radical redesign of our recruitment and selection training. The main purpose of the redesign is to help deliver the cultural change and training requirements to support our staff. This meant procuring a new training provider who shares our values and understands our business requirements. This was particularly challenging following the Covid -19 lockdown measures and exploring a flexible training package that will offer virtual online training.

Following a tender process, we commissioned Premier Partnership to be our provider in October 2020. Their collaborative approach to scoping and designing the contents of the training with our Resourcing and Learning and Development team has been integral to the success of the training. All training has been delivered in a professional manner with flexible training plans to meet our requirements. To date we have trained over 100 managers and positive feedback has been received. We are now at the evaluation stage and in the process of measuring outcomes of the training. However, with feedback we have received so far from delegates, we have no hesitation in recommending Premier Partnership’.
